Chief Deputy

Born and raised in Mercer County, West Virginia, Jesse J. Ruble has dedicated over two decades to serving his community through law enforcement. A 1996 graduate of Bluefield High School, he went on to earn a Bachelor’s Degree in Criminal Justice from Bluefield College in 2000. His career in law enforcement began on May 14, 2001, when he joined the Mercer County Sheriff’s Department.

In April 2002, Chief Ruble graduated from the West Virginia State Police Academy as part of the 113th Basic Class and officially began his law enforcement career as a Deputy Sheriff. Over the next several years, he worked in various capacities, including as a road deputy where he investigated a wide range of crimes, including accidents, property crimes, and serious incidents like murder investigations. He also served as a supervisor on evening shift for the last year and a half of his tenure as a Deputy.

From October 2004 to 2012, Chief Ruble served two terms with the Mercer County SWAT Team, participating in numerous high-risk operations, including drug search warrants, felony arrests, and barricaded subject situations. His tactical expertise and commitment to service were integral to the success of these operations.

In February 2007, he was promoted to Corporal and continued to demonstrate strong leadership as a supervisor. His dedication and skill were further recognized when, in September 2009, he was assigned to the Southern Regional Drug and Violent Crimes Task Force. During his time with the Task Force, Chief Ruble played a key role in a number of investigations that led to both federal and state criminal convictions. The Task Force was notably awarded Task Force of the Year for the United States Southern District of West Virginia.

In March 2015, Chief Ruble was promoted to Detective Sergeant, continuing his work with the Southern Regional Drug and Violent Crimes Task Force. His leadership in these high-profile investigations was a critical component of the Task Force’s success.

From March 2017 to September 2018, Chief Ruble served as Road Sergeant, overseeing the day-to-day operations of both evening and day shifts. His supervisory role during this period helped to streamline operations and improve overall effectiveness. He was subsequently promoted to Road Lieutenant in September 2018, where he commanded day and evening shifts, further refining his leadership skills and operational knowledge.

In September 2019, Chief Ruble was appointed as Commander of the Road Division, being promoted to the rank of Captain in July 2022 where he currently supervises all personnel within the division. As Captain, he is responsible for the day-to-day operations and ensures the efficient and effective delivery of law enforcement services across Mercer County. Additionally, he serves as the Logistics Officer, overseeing the ordering and maintenance of all equipment used by the department.

Chief Ruble has also made significant contributions to the development of the department. He spearheaded the creation of the Project Lifesaver Program, which provides tracking services for individuals with cognitive disorders such as Alzheimer’s, dementia, autism, and Down syndrome. Furthermore, he has worked closely with Community Connections and Southern Highlands to implement the Quick Respond Team and Critical Incident Team programs, initiatives aimed at addressing mental health and substance abuse issues within the county.

As he prepares to transition into the role of Chief Deputy, he is committed to continuing to lead and enhance the Mercer County Sheriff’s Department. His goals include expanding personnel through strategic hiring, providing continued training for staff, and introducing new programs that further enhance the department’s ability to serve and protect the citizens of Mercer County.
